Counterpart International Armenia invites mass media representatives to participate in the Civil Society Index (CSI) National Workshop on April 9, 2010, 9:30-18:30, in the Paramaz Avedisian building of American University of Armenia.

Civil Society Actors, Government Agencies, Media, Business, Donors and Academia Looking at Joint Actions for Civil Society Strengthening in Armenia

The CSI is one of the most respected, politically neutral civil society indices. It is a participatory needs assessment and action planning tool for civil society around the world, with the aim of creating a knowledge base and momentum for civil society strengthening initiatives. The CSI is initiated and implemented by, and for, civil society organizations at the country level, and actively involves, and disseminates its findings, to a broad range of stakeholders.

The CSI assesses the state of civil society in a given country within five dimensions – 1) Civic Engagement; 2) Level of Organization; 3) Practice of Values; 4) Perceived Impact and 5) External Environment. A pool of knowledge on Armenian civil society has already been generated by the CSI Armenia National Implementation Team through the three quantitative surveys (Organizational survey, External Perceptions Survey and Population Survey), five case studies as a qualitative part of the research, four regional focus group discussions and two Advisory Council meetings to reveal the strengths, weaknesses, challenges and opportunities facing civil society in Armenia.  

This workshop aims to bring together a broad range of civil society actors and partners in government, the business community, media, the donor community and academia to discuss the CSI findings and reflect on them. It is meant to build a common understanding of the current state of civil society and a joint action agenda for civil society strengthening initiatives.

First Advisory Committee Meeting of the
Civil Society Index (CSI) initiative in Armenia

The first Advisory Committee meeting of the Civil Society Index (CSI) initiative in Armenia took place on January 29 at the “Golden Tulip” hotel. Representatives from Civil Society Organizations as well as from government, business, mass media, research and academic circles and international organizations were invited to discuss, assess and make decisions on the implementation of the research and to construct the Civil Society Diamond based on the dimensions employed by CSI to assess the state of civil society.

1 (medium)CSI is an action-research project aimed at assessing the state of civil society in a given country, determining its strengths and weaknesses and, based on the results, working toward its development and empowerment. This initiative is a comprehensive activity, employing scientific research, including surveys and case studies; as well as broad-based action, including meetings, discussions, focus groups, and national level national workshops.

In 2008 Counterpart International on competitive basis obtained the right of implementing the CSI in Armenia. This project is well in line with the goal of Counterpart International to support the strengthening of civil society in Armenia and to contribute to its sustainability.
After an introductory session, the Civil Society Diamond was generated, based on the perception of AC members. It was created by assessing the state of the Armenian civil society based on 5 dimensions – civic engagement, level of organization, practice of values, perception of impact and external environment.

The Civil Society Diamond combines indicators to provide a visual display of different dimensions and 2 (medium)their respective values in a common space, using the same or comparable metrics. The Diamond seeks to portray an empirical picture of the state of civil society, covering structural and normative manifestations, but also encompassing the conditions that support or restrain civil society's development.  
In the third part of the meeting the participants jointly chose the three most important concerns that Armenian society faces and need to be addressed by civil society. As a result of this exercise the concerns were identified to be included in the External perception survey to reveal the experts’ opinion on the effectiveness and impact of Civil Society Organizations in addressing these issues. The identified concerns were corruption, limitations on freedom of expression and the absence of independent judicial system. 

Once the data collection and analysis is completed, the AC will be brought together again to review and discuss the findings. The purpose of this meeting will be to place the findings in the context of the initial perceptions discussion, to assess the validity of the findings, and to define possible ways forward to be discussed at the National Workshop.
